CEC proposes expansion of electronic voting in the 2027 elections

In a letter addressed to 15 political parties, the State Election Commissioner, Ilirjan Celibashi, says that the institution is considering the possibility of using electronic voting technology in three or four large municipalities in the upcoming local elections.

"Taking into consideration the technical, logistical and administrative aspects, as well as the need for sustainable and timely implementation, the Central Election Commission assesses that an expansion to 3 or 4 large municipalities constitutes a reasonable and proportionate approach," the letter states.

However, the CEC emphasizes that any decision to expand electronic voting must have political support.

"Any decision to expand this process must be based on a clear and consolidated position of political parties," the document adds.

The CEC has invited party representatives to a consultative meeting on October 9, where the proposal and the possibility of using electronic devices are expected to be discussed.

The list of entities contacted includes the Socialist Party, the Democratic Party, the Freedom Party, the Social Democratic Party, Opportunity, the Albania Becomes Movement and the Together Movement, as well as several other parliamentary and non-parliamentary parties.

Electronic voting has been used to a limited extent in some electoral processes since 2021, but OSCE/ODIHR reports have highlighted both the advantages of the technology and problems with preparation, transparency, and political trust in it.

In the May 2023 local elections, electronic voting and counting were used in 401 polling stations in the municipalities of Elbasan, Kamëz and Vora, involving 310,846 registered voters and about 8 percent of all polling stations in the country. The CEC used 828 electronic devices, including 760 new devices procured for that process.

Voters cast their ballots on touch-screen devices, which produced a paper ballot that allowed the voter to verify their choice. The devices were not connected to the internet. However, the ODIHR noted that the delayed approval of funds and the delivery of most devices only two months before the election limited the voter education campaign. The mission also found that the devices and software were not independently audited or certified prior to the election, contrary to international best practices.

The problems were also reflected on election day. In 15 out of 41 observations conducted at electronic voting centers, the ODIHR found that voters – especially the elderly – had difficulty using the equipment and that the assistance provided to them sometimes compromised the secrecy of the vote.

How Rama is leading the country towards civil strife

Insisting on violence, on arming civilians, on paying police officers as if they were mercenaries, alone does not produce peace. Edi Rama's fear of where he will end up when he is no longer prime minister does not have to become Albania's nightmare.

Andi Bushati: Why stones and Molotov cocktails became inevitable

This youth revolt has had a great merit. It made known to the general public the most criminal side of this regime that had until now been preserved in the most secretive recesses. If the extremely peaceful revolution of the flamingos showed us that this government was no longer popular, its radical epilogue, with stones and Molotov cocktails, is serving to bring to light that the autocrat is capable of using any means to stay in power.
