The Kosovo Assembly adopted a resolution late Monday calling for a parliamentary investigation into the murder of a 49-year-old woman a day earlier in Peja, who had repeatedly complained to the justice system about domestic violence, as well as for the creation of mechanisms to prevent violence against children, women and other family members.
The resolution was approved with 67 votes in favor, none against, and no abstentions, in an extraordinary session that was dominated mainly by accusations and counter-accusations between the government and the opposition over who bears responsibility for domestic violence murders in the country.
It comes after Arlinda Zekaj from Vitomirica, Peja, was murdered in her home on Sunday evening. Zekaj is suspected of being murdered by her brother-in-law, who is on the run.
Three days before she was killed, Zekaj had requested urgent action from the institutions due to, as she said, failures in handling her cases, including the implementation of a court decision for the use of the house she shared with her ex-husband.
On October 25, a few hours before the murder, she had again reported domestic violence, after which her ex-husband was arrested and detained for 48 hours. That evening, Zekaj returned to her home in Vitomirica, escorted by police, but at around 9:00 PM, she was allegedly killed by her brother-in-law.
The day before the murder, the Prosecution had filed an indictment against her ex-husband for domestic violence.
Interior Minister Xhelal Sveçla said that the suspect in the murder had a "serious record" with the police, without explaining what criminal past he was talking about.
Zekaj is the eighth woman killed by family members so far this year in Kosovo and the 67th since 2010.
What does the resolution require?
The resolution calls on the Assembly to establish a parliamentary investigative commission to clarify institutional responsibilities and actions or lack thereof regarding Zekaj's murder.
The investigation, according to her, should include the entire institutional chain for preventing and treating domestic violence, violence against children and women, protecting their lives and safety, as well as investigating, prosecuting and punishing perpetrators.
She also calls on the commission to review the handling of complaints, requests for assistance and warnings about the risk to the lives of victims and the risk assessment.
"Educating children within the family and in schools to prevent domestic violence, as well as training police officers, judges and prosecutors to treat and prevent it. Creating a component that deals with the psychological, economic and social treatment of victims of domestic violence. Sanctioning by law the court's competence to order the removal of the victim of domestic violence, together with the children, from the home and their shelter in a safe place, automatically after reporting the case," said Gashi.
The resolution was proposed by the ruling Vetëvendosje Movement and supported by the opposition Democratic League, in an extraordinary session called by the former./ REL
