The Ministry of Tourism, Culture and Sports has opened the competition for the provision of 700 square meters of service facilities in the quays of Rozafa, Kanina, Preza and Petrela. The contracts are foreseen for up to 20 years, with the right of renewal, while the investments will be financed by the winning operators.
The four procedures, published in the Official Announcements Bulletin of October 19, 2026, aim to revitalize designated spaces within first-category cultural monuments, through projects to be implemented by entities selected in the competition.
The largest area offered is located in the Kanina Castle, in Vlora, where the competition includes a service area of 300 square meters. In the Rozafa Castle, in Shkodra, a space of 200 square meters has been designated in the third courtyard.
The other two procedures involve 100 square meters each in the courtyards of the Preza and Petrela castles, in the Tirana area.
The object of the competition is the provision of use of specified service facilities and not of the castles in their entirety. All four properties enjoy the status of cultural monuments and the use of the spaces must be in accordance with the legislation on cultural heritage.
Interested entities must demonstrate sufficient financial, technical and professional capacity for the implementation of projects and the administration of cultural assets.
The criteria require a financial guarantee for the good management of the property, in a value not lower than 10% of the proposed investment. Also, the average annual turnover of the last three years must be at least 50% of the estimated investment value.
Projects will be assessed on the basis of conservation and protection intervention plans, level of investment and quality of the revitalization project. Each of these three criteria is assessed with 20 points, out of a total of 100 points.
The rest of the assessment is related to the compatibility of the activity with the function and cultural values of the monument, the promotion of heritage, the guarantee of public access and the quality of the services provided.
Operators must also provide annual financial resources for the preservation and maintenance of cultural assets. In cases where archaeological values or traces are present, it is also required to provide resources for relevant studies. The deadline for submitting bids is November 12, 2026, 10:00./ Monitor
