The State Police has issued an urgent letter addressed to Tirana police stations, requesting the adoption of a series of measures to respect the rights of minors, in the context of the recent student protests.
In the document of the Tirana Local Police Directorate, addressed to police stations no. 1, 2, 3, 4, 5, 6 and 7, as well as to the Police structures in Krujë, the correct implementation of the obligations set out in the Juvenile Criminal Justice Code and the legal acts in force is requested.
It also requires easy identification of each police officer while on duty, through an identification number, as well as identification of police vehicles in every operation.
Another request is cooperation with relevant structures for managing cases involving minors, with the aim of avoiding their detention for unnecessary periods and transferring them to other facilities within legal capacities.
The police are prohibited from checking phones without a court order, while the document emphasizes that there should be no request for wiretapping outside of a legal basis.
Additionally, the presence of a parent or legal guardian and a psychologist must be guaranteed for each minor. The completion of a form on the rights of the minor is also required before any questioning, as well as the maintenance of a special register for these cases.
The letter also requests that police structures familiarize themselves with the legal acts on the proportional use of force and tear gas, as well as to complete the escort registers with all necessary data.
In conclusion, police leaders request the adoption of the measures specified in the letter and the correct implementation of legal obligations for minors.
