The Prime Minister's Office distances itself from responsibility for police

By Jessica Tollia

The Albanian government considers responsibility for violations during the protests to be individual, both for citizens who violate the law and for police officers who exceed their powers. This position was announced by the Prime Minister's Office in response to questions from "Shteg.org", at a time when a criminal complaint at the Special Prosecutor's Office (SPAK) requires the investigation of more than 180 alleged episodes and the verification of possible responsibilities up to the highest levels of state leadership.

"Responsibility is individual, both for the citizen who violates the law, and for the Police officer who exceeds his or her powers," the Prime Minister's Office's response states.

The declaration underlines the obligation to investigate possible abuses by the justice system.

"Regarding the over 180 episodes alleged in the criminal complaint, they must be examined individually, on the basis of evidence and by the competent justice bodies. No allegation can be automatically considered a proven fact, but no possible violation can be justified or remain uninvestigated," states the response that Shteg.org received from the Prime Minister's Press Office.

Two days ago, the Republic Center, on behalf of a group of lawyers, citizens and organizations, asked the Special Prosecutor's Office to investigate alleged cases of illegal use of force, arbitrary detentions, mistreatment, obstruction of journalists' work and failure to identify police officers.

The lawyers also demand that the Special Prosecution Office verify the role of Prime Minister Edi Rama, Interior Minister Ervin Demo, and State Police leaders.

In response to "Shteg.org", the Prime Minister's Office says that Rama has held institutional communications and meetings with the Minister of Interior and police leaders on issues related to public safety and the protection of citizens during the protests.

However, the institution distinguishes between political communication and responsibility for operational decisions on the ground.

"The Prime Minister does not exercise operational command over the use of force. Any claims of individual responsibility, including those raised in a criminal complaint, must be verified by the justice system, without political interference and without prejudice," the response states.

According to the Prime Minister's Office, decisions on concrete interventions belong to the relevant police structures, in accordance with the law.

"However, the operational management of police forces, including decision-making on field interventions, is the responsibility of the relevant structures, according to the law," the Prime Minister's Office explains.

"A democratic state must have the strength to protect order and integrity, to investigate any abuse of power. These are not two standards in conflict with each other, but two obligations of the same democratic republic," the Prime Minister's Press Office said in a response. / Shteg.org

Serbia is a typical example of showing that these types of powers cannot be defeated by normal means, that the method to combat them is not to chase after elections, like a bull after a red rag, but to destroy, weaken, delegitimize and subjugate them, through methods that are mostly considered illegal or violent by the ruling class.
